Socio-Economic Planning Section

The Socio-Economic Planning Section focuses on socio economic planning within the district and to support the successful implementation of the Council’s development plans and programs. Key responsibilities include:

  1. Development planning
  2. Capacity building
  3. Project proposal development
  4. Coordinating Constituency Development Fund (CDF) activities
  5. Monitoring and evaluation
  6. Research

Environmental Planning Section

The Environmental Planning Section is tasked with integrating environmental considerations into development plans to ensure sustainability. Key responsibilities include:

  1. Preparing Environmental Assessment Reports
  2. Conducting environmental profiling
  3. Drafting environmental briefs
  4. Providing environmental education
  5. Monitoring and evaluation

District HIV/AIDS Coordinating Advisor

The District HIV/AIDS Coordinating Advisor is responsible for coordinating HIV/AIDS and Gender response in the district. Key responsibilities include:

  1. Setting up HIV/AIDS Programming
  2. Coordinating Stakeholders on cross cutting issues
  3. Working with the District HIV/AIDS Committee (DHAC)
  4. Providing Technical Support to the DHAC Committee

 

 

 

 

 

 

 

 

 

The Planning Department is responsible for both Rural and Urban Planning and Development control, as mandated by the Urban and Regional Planning Act. The department is headed by Director of Development Planning who supervises the District Planning Officer. Directly under the supervision of the District Planning Officer are 6 sections with various responsibilities that ensure the smooth operation of developmental planning within the district.

Town Planning Section

The Town Planning Section is responsible for implementing strategies aimed at creating a well-organized and sustainable urban environment. This section comprises of Town Planners who are responsible for shaping the development of community. Their key functions include:

  1. Designing local area plans
  2. Land Use and Urban Design
  3. Plot numbering
  4. Forward planning
  5. Coordinating transport routes and bus stations to enhance city planning
  6. Community and Stakeholder Engagement
  7. Planning for disaster preparedness and resilience.

Buildings Inspection Section

The Buildings Inspection Section manages development control activities. Its primary responsibilities include:

  1. Conducting building inspections to ensure compliance to building regulations
  2. Recommendation for connection of Utilities
  3. Identifying illegal structures within the district

 

Survey Section

The Survey Section plays a vital role in land management and urban planning. Its primary responsibilities include:

  1. Establishing and re-establishing property boundaries
  2. Marking of roads
  3. Preparing survey diagrams and reports
  4. Managing Geographic Information Systems (GIS)
