6. Mechanical Services Unit

The Mechanical Services Unit ensures that all Council machinery and vehicles remain operational. Its responsibilities include:

  • Servicing and repairing Council vehicles, graders, earth-moving equipment, and machinery
  • Maintaining fuel management and equipment records
  • Conducting preventive maintenance and safety checks
  • Providing technical input in the procurement of mechanical equipment
  • Ensuring machinery availability for engineering works.

7. Fire and Rescue Unit

This unit is responsible for emergency response and public safety. It operates to protect lives and property through:

  • Firefighting and rescue operations
  • Public education on fire prevention and safety
  • Inspection of public buildings for fire safety compliance
  • Responding to road traffic accidents and other emergencies
  • Maintaining firefighting equipment and apparatus
  • 8. Rural Water and Sanitation Unit

This unit focuses on improving water supply and sanitation services in rural communities. Its functions include:

  • Construction and rehabilitation of boreholes and hand pumps
  • Facilitating community-based water management systems
  • Monitoring water quality and promoting safe water practices
  • Supporting rural sanitation initiatives and hygiene programs
  • Implementing water and sanitation infrastructure projects in collaboration with partners

Through these specialized units, the Engineering Services Department plays a pivotal role in enhancing infrastructure, promoting public safety, supporting urban and rural development, and improving service delivery across Pemba District.

                   Department of Engineering Services

The Engineering Services Department is responsible for the development, maintenance, and regulation of infrastructure throughout Pemba District. The department provides technical support to the Council and ensures that engineering works meet approved standards while contributing to sustainable urban and rural development.

The Department is composed of the following units:

  1. Maintenance and Electrical Engineering Unit

This unit ensures that municipal infrastructure and electrical systems operate safely and efficiently. Its responsibilities include:

  • Maintenance of Council buildings, facilities, and public infrastructure
  • Installation and repair of electrical systems
  • Servicing and maintenance of street lighting
  • Fault detection and rectification of electrical equipment
  • Providing technical assessments for electrical works on Council projects
  • 2.Quantity Surveying Unit

The Quantity Surveying Unit offers cost management services for municipal construction projects. It helps the Council achieve value for money by:

  • Preparing bills of quantities and cost estimates
  • Monitoring project expenditures and budget compliance
  • Conducting site measurements and valuations for payments
  • Advising on cost-effective construction methods

  • 5. Roads and Drainages Unit

This unit oversees the planning, construction, and maintenance of the district’s road and drainage network. Its role includes:

  • Repairing, grading, and maintaining township and rural roads
  • Constructing and maintaining drainage systems, culverts, and road structures
  • Supervising road contractors and ensuring adherence to engineering standards
